O uso do replicador dinÃmico para abordar a evoluÃÃo do mercado de trabalho : uma perspectiva dos mercados formal e informal da economia

RESUMO

The Brazilian labour market is highly segmented in informality, being represented by almost half of the labour force. One of the main factors that induce workers into informality is an excessive regulatory system which makes formal economy little attractive to economic agents by imposing high access costs, as well as high costs of remaining in legality. However, informality also has its costs. Hence, economic agents choose between being totally or partially informal, weighing the costs and benefits of being legalized, subjected to their income and institutional restrictions. Therefore, this study aims to analyze the dynamics of workers entrance and withdrawal of the formal and informal economy, assessing the impact of labour legislation and taxes and the costs incurred by Government in trying to reduce illegality, by using a replicator dynamic methodology. Moreover, the optimal relation between regulatory and enforcement action by the government is evaluated, so that the State maximizes its income, subject to the foreknown workers dynamic in the formal and informal sectors of the economy.
