O turismo rural sob a perspectiva do novo rural: uma análise das políticas públicas para o setor nos estados brasileiros

RESUMO

Rural Tourism represents an opportunity to create new alternatives, new wealth. The occupation of this space favors the non-abandonment of traditional agricultural activities, the development of new attitudes, and the participation of the public institutions and various socio-economic operators, in the promotion of Rural Tourism, responding to the need to identify solutions capable of stemming the economic crisis in the rural zones. This work analyzes the public policies that govern the development of Rural Tourism in Brazil, within the New Rural context, one of the characteristics of which is the development of the activity as an economic alternative. The analysis of public policies served to characterize the segment in each Brazilian State, identifying the partners involved and outlining the perspectives and challenges of Rural Tourism in Brazil. To understand this process, the methodological precepts used, by means of qualitative, exploratory research, enabled an understanding of the public policies geared towards Rural Tourism. The convergence between the interviews (Stated Secretaries of Tourism), the document analysis, and the theoretical background (together with the history), enabled an analysis of the Brazilian States with regard to their actions, providing cross-references of the data generated in the application of the research tool. Public policies on Rural Tourism are applied by the majority of the States, but their degree of practical implementation varied. It is clear that besides the overall picture, these policies should be allied with a regionalization that explores the specific characteristics of each place
