RESUMO

Tourism is a broad and multidisciplinary area of study. The recognition of its importance to contemporary societies is proportional to its growth worldwide. There is an intrinsic relationship between water, tourism and development in the search for alternatives to environmental issues in cases involving multiple uses of the natural resources. This relationship raises different possibilities for the design of development programs around hydroelectric power plants, with tourism as a tool and inductor of local sustainable development. Thus, tourism is placed in a context of shared environments, and alternatives that are presented for the development of the activity, with sustainable approaches, citing the legislation relating to the multiple use of the water resources in Brazil. The study includes an analysis of the activities and initiatives employed for socio-environmental development and its relationship with tourism in the area around the Hydroelectric Power Plant Itá / SC-RS. This topic is of importance to related areas, as a technical contribution to the process of drawing up socio-environmental programs for hydroelectric power plants. This is a qualitative study with an exploratory-descriptive approach, configured as a case study, developed based on a literature and document review. Data were collected using questionnaires and semi-structured interviews with the social participants (at the Department of Development and Tourism of Itá; the Center for Environmental Dissemination of the Consortium of Itá, community leaders, and the Association of Municipalities bordering the Itá Dam) involved in the area around the reservoir. The results show that the planning and implementation of tourism programs, structured in synergy with the private sector, society and government, can promote sustainable development in the catchment areas of reservoirs of hydroelectric power plants, through socio-environmental programs, as well as benefiting the social players in the prevention and mitigation of the impacts of hydroelectric power generation.
