RESUMO

The main purpose of the research was to analyze manifestations of the social capital and the entrepreneurship in the formation of a productive arrangement of clothing manufacturing, well as the occurrence of the local development. The literature review is based on the social capital theory. Social capital can be skillfully handled by geographically concentrated entrepreneurs in a way that productive arrangements can be formed, and thus, local development. The qualitative nature of the study was conducted under an informal case study involving a set of micro and small business â clothing manufacturing companies, located in the city of Toritama, Pernambuco state. The data had been collected by means of halfstructurized interviews and comments and the material analyzed with the aid of Atlas⁄ti software. The results has shown that the entrepreneur phenomenon is vigorous, however, the competitive logic prevails instead of one of cooperation, and not observing significant occurrence of manifestations of the social capital. The city lacks specific public policies that deal with the importance of collective work, formation of alliances and strategics partnerships beyond family nuclei. It can be concluded that the presence of the social capital does not influence on the constitution of the productive arrangement, the entrepreneur capital is stronger than social capital, and enhances local economy making possible, not only the maintenance of the productive arrangement but also the local development.
