RESUMO

The notion that drug use is a problem to be deleted, powered by a row of falling public health, limited possibilities for advance changes in attention to people who are using drugs, their effective access to public health services. Given this frame (visible), within the limits of those forms or notions, the harm reduction movement operates as tensor, producing a subtraction dynamic differences creator: lines of caution that desafinam relations constants, determining that a public policy of drugs somewhat daunting, or even fantasmatics and hypertrophied, and neurotic. With this, knowing that never is in front of a blank screen, this research aims to make possible other fund to think about a drug policy.
