O PT e a participação popular : um estudo de caso

RESUMO

The present study analyzes a Brazilian political party, the Workers Party (PT - Partido Trabalhista), and the popular participation in the city of Maringa, state of Parana, between 2001 and 2004, from the perspective of PT representatives elected both for executive and legislative positions and for party positions. Data was collected from three individual interviews, guided by three axes: a) conception of the popular participation; b) ways of basis organization; and c) the party as an instrument for popular organization. The analysis, based on the interviewees answers, identified some main factors which prevented or became obstacles to the participation of people from Maringa in the social and political movements during the above mentioned period. So they are: 1) the politics for the social basis nuclei was abandoned due to the strategy adopted by the party, nationwide, to prioritize electoral disputes, which took the party away from its social basis - the party lacked effort to popular organization and to basis nuclei formation; 2) the party lost the ability to act collectively; 3) there was a lack of internal democracy; 4) the Participative Budget - main instrument to make popular participation possible in the PT government - became inoperable; and 5) the party adopted the socialist conception by means of democracy radicalization instead of presupposing a rupture with the capitalist political order. At the same time the study highlights the importance of politics of basis nucleation and the debate about the society project, it also suggests the party: to improve its conception of socialism, to encourage popular participation for human emancipation, and to rescue its basis nuclei as a way to guarantee internal democracy, to form its boards and to build the social strength needed to provide support to the project of a socialist society.
