RESUMO

This research has the interest on thinking about a special type of enunciation, that is the "Proverbial Enunciation", through the theoretical apparatus of the ducrotian Polyphonic Theory, the Enunciation Semantics (discursive), the Discourse Analysis of French line, besides more specific considerations about some foucaultian philosophical concepts on truth and its effects. We think about the possibility on observing the proverbial enunciation functionality within linguistic and discursive materiality, instead of approaching the proverbial form in an isolate way with merely iIIustrative aim on this or that theory. We think about the polyphony on this enunciation function that assembles I mixes distinct instances of "truth": the political, the juridical and the eligious ways. We consider the proverbial enunciation is a place where determined values are reproduced by a collective voice, authorized and recognized, where the speaker is divided between an individual and collective saying (and a making sense). Besides, we observed the function that relates I intrigues the polítical speech to the truth, the institutional ways of truth and to the popular ways of truth. It is precisely on this popular truth that the "people s voice" appears materialized, in a formal way, by proverb on political díscourse, íntermixing to other institutional "truths". Beginning on the principie that the truth s production of effects is not verified regarding to the state of things but it happens from memory (from past enunciation) and on its enunciation and discursive happening, we observe the present proverbial enunciation on parliamentary pronounces, that happened on Senate s sections and published on internet. We will analyze such pronounces where it creates the Investigation Parliamentary Commission (IPC) to re-establish the truth, given the emphatic "preoccupation" with it
