RESUMO

This paper thematizes the verification of the structural effects of the National Incubator of Popular Cooperatives (PRONINC) and as an object of empirical observation, theconcepts and practices of the effects that the current structure of that program producessocial action in the incubator and the expectations of same for the program whileexecuting units. More specifically the present work aims to observe a better adjustmentand realization of the possibilities offered by the Program in order to their performances in society. In this respect we are interested in above all, contribute to a better "understanding" of the program to the needs of incubators and thus the Solidarity Economy. To this end, we interviewed nine components (9) incubators of forty (43) participants in the University Network of Technological Incubators of Popular Cooperatives. The results reaffirm the perceived need for greater dialogue between theprogram and ITCPs through more efficient mechanisms that contribute to therapprochement of the two institutions that even with several people scattered in differentgeographical areas move in the same direction
