RESUMO

This Dissertação de Mestrado associates the Group to it Studies and Research of Politics of Educação Superior (GEPPES) and to the Line of Research Educational Politics, Management of the School and Teaching Formation, the Mestrado in education of Universidade Católica Dom Bosco (UCDB) and counted on the financing of the Foundation of Support to the Development of Ensino, Science and Technology of the State of Mato Grosso of Sul (FUNDECT/MS). The analysis of the occured changes in the Communitarian Universities with the implantation of the Program University For All, in the period of 2005 presents as research object the 2008. The general objective, consisted of analyzing the occured changes in the Communitarian Universities with the implantation of the ProUni, in the period of 2005 the 2008. In the specific objectives in we considered them to verify as the process of implantation of the ProUni in the Communitarian Universities by means of the analysis of the University occurred Catholic of Goiás (UCG), considering the extinguishing of the programs of proper scholarships of that University, as well as identifying which had been the occured changes in that IES in relation to the filantropia after the implantation of the Program University For All. The specific objectives consist of: a) to present legal landmarks of the ProUni and to verify how they had modified the initial project of the Program; b) to verify as the process of implantation of the ProUni in the Communitarian Universities by means of the analysis of the University occurred Catholic of Goiás (UCG), considering the substitution of the programs of proper scholarships of that University. The procedure technician-metodológico was carried through in four phases: a) bibliographical revision on the thematic one; b) document survey and legislation of the Ministry of the Education on the ProUni in the period of 2004 2008a; c) elaboration of questionnaire for application with the responsible Coordinator for the assistance to the academic of the selected IES; d) categorização of documents and questionnaires. The results of the research had disclosed that the Communitarian IES present peculiar characteristics in relation to those strict private. The Communitarian IES had adhered to the ProUni in the first year of implantation of the Program (2005) and from this year had the reduction in the number of academics benefited for the programs and projects of the proper IES. In the University Catholic of Goiás (UCG) it had the gradual closing of the Filantropia Stock market that took care of in 2005, 2,934 academics of the diverse areas of the knowledge, being that they had been implanted by the ProUni in the same year, 409 scholarships in that IES. Another impact identified in the UCG was in the attendance to the new academics of the IES, that is, the ingressantes of the Institution and not the attendance of those pupils who already were registered. It concludes that ProUni is Program necessary, that must be modified in some aspects, as for example as for fiscalization, so that really takes care of the population that is excluded and it does not develop plus a new demand of excluded as it comes occurring in these first processes, where to each year the number of offered stock markets does not follow the expressivo growth of the number of enrolled candidates. It must be understood as a Program of short term, so that if reach the number of young (the 18 24 years) in the defined superior education in the National Plan of Educação (PNE). The Program University For All is, therefore, one politics of government conceived in short term, without the envolvement of the population, without the so salient democratic debate in you after say of its idealizers and without the certainty of its continuity the ending to them of the adhesion term that is of 10 years.
