O programa tv escola no município de Irecê : limites e possibilidades da educação a distância no interior do Brasil.

RESUMO

The present work intends to analyze the use of the TV Escola Program, an educational public policy created to strenghten education in Brazil by the means of introducting technologies in public schools. The research was developed in a school network inside Brazil, which provides a vision of the place, of the singularities of an educational system located in the northeast region. It was applied the qualitative and quantitative methodology of research, that allowed to identify the technological infrastructure of the program in 30 schools of the school network, the main pedagogic practices using the technological kit (TV set, videocassete, parabolic antenna, satellite receiver, voltage estabilizador and 10 VHS tapes). The study also searched for knowing the program in a more global perspective, through a bibliographical revision of the issue all over the country, the current political conjuncture, the migration to digital model of transmission, structures and operation. From this point, the factors that operate as facilitators and/or obstacles were identified and their full use in teachers training, in the use of their programming as teaching material in the school network of Irecê County. The result revealed some needs: an administration shared between the three spheres of public power, in order to guarantee the maintenance and operation of the program in the ambit of the schools; a valuation policy of teaching career through teachers training programs higher wages and better work conditions, so that those teachers come to explore the potential of these technologies in their educational practice; an articulation of the TV Escola to the curriculum of the school network starting from a pedagogic project built by, teaching staff, coordinators, managers and technicians in order of producing programs that can intensify the use of technologies in the municipal schools. Being like this, it emerges the need of re-evaluating policies that guide these programs, mainly the understanding of "modernization? of the Brazilian public schools through emphasis in the ?technologizing? schools without providing other fundamental elements as teachers training and maintenance of those programs so that those policies work as factors of social inclusion, fostering new forms of acting, of thinking, and of building knowledge in the contemporary society.
