RESUMO

Access to electricity is directly related to the level of economic and social development of a particular country or region. Therefore, to examine how and to what degree this technology available to its inhabitants, becomes a relevant tool to obtain answers about the behavior of some socio-economic indicators. In Brazil, access to electricity in rural areas has always been directly related to the purchasing power of their political or applicants, ie: to have access to this technology was needed financial compensation to such person, to ensure a quick return the investments made by utilities, or that it possessed a large capacity for political bargaining, with few exceptions to this rule. In this context, this study aims to examine the National Programme for Universal Access and Use of Electric Energy - Light For All, observing their goals, structure and operational responsibility for its management. What are the characteristics of the target, which forms of access, which the service priorities and budget which the composition of financial assistance which gives them support. Finally, we analyze the externalities which obtained with the progress of its implementation with regard to improving the welfare of the populations served, particularly in Brazil and in Bahia.
