RESUMO

This paper alms to investigate the outstanding role of the Programa de bolsas de manutenÃÃo Academica (Permanet Academics Scholarship Programme) as a practice for Social Aid Students Politcy of the National University of the State of Pernambuco (UFPE) as a result of an analysis of the scholarships holders and nonholders, for the access and attendance of low income students in the process of teaching and learning. The interest in the subject has been taken from my pratice as a social assitant in the Students Matters Department (DAE) of the National University of the State of Pernambuco (UFPE) where I as a member of the professional team work for carrying out the Students assitancepolicy which has afforded me to call in question the programme and the centralized in the residents. Such fact leaves the majority of Recife metropolitan area low income residents with either small or no support at all. To bein with, the present social context has been analysed in the light of the current social changes and their consequences in the labour market. Later on, the Education Naticonal Policy and the Brazilian Social Aid Policy and their influence in the university environment and the historical evolution of the UFPE scholarship Programmes. To end up with, a research analysis has been performed with their results, clonclusions and recommendations for further implementation
