RESUMO

The present study seeks to investigate elements that may interfere in the incorporation of non-material technologies in public health organisations. In publishing the 2006 Health Pact, the Ministry of Health reiterated the need for the incorporation of structured planning practices into the management of the Single Health System (SHS). It has thus been working on the development of the PlanejaSUS the SHS Planning System, with the purpose of consolidating the process of the institutionalisation of SHS planning. The general objective of the study sought to analyse the process of incorporation of the Municipal Health Plan as a management technology within the Municipal Health Secretary of Salvador. The strategy selected for the investigation was that of case study. The theoretical model developed in the research study considered the integration of elements from the Governance and Iron Management Triangles, variables involved in the process of innovation in organisations, as well as a discussion of the Coherence Principle. The study utilised data produced from the monitoring of the introduction / implementation activities of the 2006-2009 Municipal Health Plan undertaken by the Municipal Health Secretary, and also data obtained from document analysis and participant observation. The results demonstrated that throughout the period of the study the process had not become routine, or institutionalised, in such a way as to incorporate the Municipal Health Plan into the organisations regular activities. It was possible, through this process, to identify elements both that facilitate and complicate. The incorporation of the Plan as a management technology indicates the direction of change in working practices, as well as the nature of subjects technically and politically involved in the work of management.
