O principio democratico na atuação do diretor de escola : um estudo comparativo entre diretores eleitos e reeleitos da Rede Publica Municipal de Ensino de Ponta Grossa -PR

RESUMO

The management of the Brazilian education has been showing in the last decades, a tendency to the urgent planning, introduction and start of actions designated to the socio-politic-educational process development of the teaching institutions, especially the actions to promote the student?s learning. That context points out the school management and especially its director?s work, as place of planning and action in charge of the educational, social and political aims, set out by a certain group. This fundamental is used at the present research that discusses the way of working of the elected school director, intending to characterize the democratization indicators and their actions at the municipal public schools of fundamental teaching ? beginner grades in Ponta Grossa ? PR. Therefore, the direct and indirect forms of participation of the educational community involved people connected to the schools, demonstrating the sampled forms by that community aiming bigger degree of participation, considering in this case the elected and reelected director?s work and their commitment with the school pedagogic proposal. From a methodological limit, six in a group of eighty-two schools take part in this research, and in three of them, the director was elected for the very first time, and at the other three schools the director was elected for the second time. At this field research were involved directors, teachers, school staff, student?s parents and also, the Education Department body as the Municipal Education Department, the Direction of the Education Department, the Management School Staff and the Director Council. The individual and collective interviews are realized in 2004 and early 2005, turning into effect therefore a Municipal Management analysis during the period 2001-2004. The interviews are tape-recorded, transcripted and interpreted considering the presented research problem and the theoretical reference studied. Otherwise, the collected information analysis demonstrates the tending in shortening the period the director is in charge, with only one reelection process available, because many of the interviewed say that the re-election generates continuism, lack of motivation and no interest for new ideas. According to the research information, the brand new elected director shows an intense degree of motivation in changing a present reality, leads the educational project and gets committed with the results
