RESUMO

This research focuses the municipal director plan as a basic instrument of the political development and urban expansion. Demonstrates that the director plan and the urbanistic plan, characterized imperative by its rujas and guide are imposed to the community. Utilizing as a legal reference the Federal Constitution from 1988, the law n.o 10.257/2001 (The City Statute) and the lawof land Division (law n.O6.766/79, altered by the law 9.785/99), which deals with the territorial arder as na essential base to a strength territorial and environmental management; demonstrating that refered laws lead the application of pratically all urbanistic instruments disposed in the Director Plan. It evokes the citizenship exertion, the submission for the principles of economy order and property social function for the right development of the city exertion and the guarantee and welfare of its citizens; associated to the, "sustainable development". Shows the importance and need of the Director Plan in all brazilian municipalities, as a fundamental toei for a territorial and environmental management, and algo to the improvement of life quality of its respectiva citizens. It still demonstrates how will be the elaboration and inspection of the director piaR, a rank which demands transparency, with public trials, debates and advertising . In short, concluding with the advent trom the law 10.257/2001 established new general guidelines of urban politics in the country; thus, the political administrative cantar of pratical application from the city estatute in the execution of the urban transformations will be the Director Plan
