O papel do Conselho Escolar na democratizaÃÃo da gestÃo educacional no municÃpio do Recife

RESUMO

I Examine, in this work, the relation between the sectors of participation of the educational management in the city of Recife, where the objective is the analysis of the limits and the possibilities for the involvement of the school advice in the definition of the implemented educational politics in level of the Municipal System of Teaching of Recife, giving credit itself that its results can contribute with the debate on the process of democratization of the educational management, in special the reflection of the performance of the school advice for beyond the limits of the school. The work is based in the categories of the autonomy of the school, of the popular participation in the debate of the educational subjects of public interest, and of the conception of decentralization of the power of decision of the norms and measures implemented through the units of teaching. We develop our collection of data in 04 municipal schools of Recife, the Secretariat of Education, of the Nucleus of Democratic Management and the Council of Education of City, considering landmark of the research the period of 2001 the 2006. We opt to a type of approach based on the sum between the approaches quantitative and qualitative, corresponding, respectively, to the procedures of the description of ampler information in relation to school advice, through questionnaires applied in 78 municipal schools, and of the analysis of speech, through the interpretation of interviews semi-structuralized of the citizens of the research and the comment of meetings of the school advice. The final conclusion is that the disarticulation between the participation sectors suits the centralization of the power of decision in Secretariat of Education. This to mean that the participation difficulty that frequently is pointed as limitation narrowly of the school, is too a problem of the system. We observe that becomes necessary to the activation of the Regional Commissions of Education, understanding the performance of its activities as joint contact between the involved sectors with the educational management of the city. Also becomes necessary to the accomplishment of formation continued for the members of the school advice. To this respect, we evidence that an ample majority of the council members declares not know of its functions as main obstacle for a performance ideal
