RESUMO

This paper is an analysis of the structure and of the performance of the municipal administration of Bezerros, for checking the relationship of these variables with the political feasibility of the implantation of the Healthy Towns Project. It assumes that the implantation of this model constitutes an advancement for the municipal administration by making it possible, through a change of the paradigm of health and planning, a new form of municipal management. The Healthy Towns model, a guideline for the analysis of the municipal administration, on this study, corresponds to a strategy for attainment of sanitation standards that consider the individual as a whole and in relationship to the environment in which he lives and his collectivity, on a permanent inter-relationship. It uses the inter-sectoriality as an instrument for the promotion of health through a shared vision of the various dimensions of the political, economical, environmental, cultural and social reality. From this focus, it incorporates, also, a strategy of local, integrated and sustained development, it privileges decentralization and municipalization as processes of optimization of the municipality. It is a proposal for intervention in urban problems prevailing in the society of this end of a century and a new form of understanding the biopolitical reality, that is, of health/disease as socially constructed processes. The checking of the political zeasibility has been based on the situational strategy of Matus. The analysis of the municipal structure has been linked to the variables of complexity, formalization and centralization. The performance has been checked through the indicators of the social, economical-financial and political. The methodology used has been that of case study, with collection of primary and secondary data and a basic qualitative interpretation but that shows, also, a quantitative reading of reality. The conclusion is that there exists political feasibility for the implantation of this project, in the circumstances and with the current relevant actors. A new study has been suggested for the political feasibility on the implementation phase of the project and actions for health and education have been suggested
