RESUMO

In view of the Third Sector expansion, especially of the NGOs that work with social services, studies about the meanings and consequences of this expansion, as well as its relation with the State roles concerning to the citizenship rights, are necessary. Thinking about it, and articulating it with the idea that the Palliative Cares must be considered as a health right, the present essay will analyze the relation between the Health Department of Distrito Federal and the NGO ABRACE in the scope of the Palliative Cares services to children and adolescents out of therapeutic possibility. The research tested the hypothesis that the Third Sector actuation in the area shows the State absence. Eleven questionnaires had been applied to professionals who compose the team of Palliative Cares in functioning in the Distrito Federal. Those professional are both from the ABRACE and Health Department. The method of analysis of the interviews was the speech analysis, from a dialectic conception of reality. The study confirmed the hypothesis and clarified that the relation between State and Third Sector can be, on one hand, of partnership or, on the other hand, of pressure. The results of this relation are complex and contradictory, therefore is not possible to simplify the concept of Third Sector, and its institutions. The study also found evidences that permit the conceptualization of a brand new NGO category: the Assistance-NGOS, collaborating to the specialized bibliography.
