O envelhecimento na política social brasileira: avanços e limitações




Aging is a theme that is attracting attention of governments and major portions of society. This is due to the significant increase in the number of elderly in the population and its implications in the structure of social relations, economic and cultural societies, providing new challenges for public policy and particularly to social policy. This thesis discussed the aging in the context of social policy in Brazil, chosen as the object of study in the social policy agenda for the elderly population. The general objective was to find out, through the analysis of the social policy agenda by the government, as the Brazilian state and society act and act against the aging population. The research support in the historical-structural method, using documentary research, literature review and participant observation as sources of information capture. The discussion from the following assumptions: the first is that social policy for the elderly population is not established and developed in a multi and inter account and not with the effective participation of all areas of expertise of the State to ensure the fulfillment of duties citizenship of this social group. This hypothesis is sustained on the idea that the configuration of the social policy agenda for the elderly population presents a more active and effective in the area of social security (pension, welfare and health), while the other sectoral policies have little or no work. This leads to the second, which is: that the citizenship of this social group is being neglected, because their rights are not being fully met. Thus, the final hypothesis is that the policy responses of the Brazilian state and society are still limited and incompatible with the emerging challenges and opportunities of aging and human population. Starting from these assumptions and pursuing the general objective of the research analyzes the social policy agenda for the elderly population. In this analysis, were identified advances, but also limitations in setting the agenda. It was noted that policy responses were more forceful in the field of social security, especially in the areas of health and social care. In contrast, we found that the other sectoral policies had no answers or performance effectively and in accordance with the complexity and diversity of demands and needs of human aging and population. Thus, this indicates that part of the agenda of social rights of the elderly population is not being answered, which overlooks the citizenship of this population segment. It concluded that the responses of state and society to the challenges and opportunities of aging and human population in Brazil are restricted. The postponement of the treatment of this subject as a necessary public policy, and above all effective means serious consequences to the balance of social relations, economic and cultural rights in Brazilian society. This means that there is an absolute necessity for the State and the Brazilian company reviewing their attitudes to old age and to act and to create real conditions for the elderly exercise their full rights of citizenship.
