RESUMO

A series of requests about the rights of the patient concerning the access to health and in health rises after the approval of the Brazilian Constitution in 1988, whose article 196 defines that health is everybodys right and it is an obligation of the State Since the publication of the decree number 675 in 2006 by the Ministry of Health, the implementation of those rights is attributed to managers and professionals of the institutions which offer health services. The politics of humanization and quality in assistance, promoted by the Ministry of Health, also advocates that actions must be implemented to the services to promote respectful care, assuring the security and the satisfaction of the client. In the routine of the University Hospital, where the majority of the activities of assistance is also of teaching and research, there are actors with different purposes from those belonging to health institutions where the mission is only to give assistance. In an objective way, one can say that the professors interest is to teach giving assistance and producing Knowledge. The Student has the desire to learn and the patience wants to receive assistance. Once these roles are defined, it is important to think about how the relations among these actors in the consultation/lesson concerning the patients rights and in which way the management of services can help to guarantee and to implement those rights. The present work was developed at the Bias Fortes and CTR-DIP Orestes Diniz ambulatories, both located in the Hospital das Clínicas of the Federal University of Minas Gerais (UFMG). The aim of this work was to characterize the patients view in relation to his/her rights, such as being treated with dignity and respect, information and orientation, exercise of autonomy and privacy, when receiving medical care from professors and students of three subjects at UFMG Medical College. This work is about an observational, quantitative and qualitative study. 242 patients, in their first consultation/lesson, were asked to fill in a questionnaire. The research also showed that in the sum of the results of the three subjects regarding the question if the patient agreed to participate in the consultation/lesson, 31% of the participants said yes, 67% no, 2% could not inform. The results showed that 98% of the 242 patients were satisfied with the consultation and the care as a whole. Nevertheless, one has to consider that 22% of the same 242 patients made some observations about aspects concerning the non-observance of their rights. The patients observations lead to problems of lack of adequate information, to insecurity and shyness, to the non-observance of the rights, to the distance of the professionals, to constraints because of the presence of many people during the consultation, to the unfamiliarity with the routine in the outpatient clinics of the HC/UFMG and of the SUS. It is necessary that all the people involved with the assistance to the patients think about forms of providing the patients with some care of quality and also humanized, respecting all the patients rights. A deep and qualitative study could increase that resultant characterization and possibly bring to the surface some enlightenment on the patients attitudes and the real knowledge of their rights.
