RESUMO

For a long time, the binding of Colombian farmers with the cultivation of the poppy has been among the concerns of government institutions and non-government organizations, primarily by the failure of the policies adopted by the government to reverse this scenario. This study aimed to find answers to a series of questions that have arisen in this troubled context, particularly it was aimed to find whether the rationality to be imposed by the development strategy of the illicit drugs combat policy is compatible with the dynamics of the problem and why its actions are sustained even when their failure is evident. A case study approach on the Silvia municipality, Cauca Department, south Colombia was used as a research strategy. It was proposed to analytically extrapolate the contrasting results obtained from the field research with the theoretical reference frame: territory; habitus, symbolic violence, rationality, the "new countryside" approach to territorial development, efficiency, institutional change and public policies. The research results showed that the verified failure of the illicit drugs combat policy in Colombia, proves important inconsistencies between the rationality of policy formulators and the dynamic of the territories concerned with the phenomenon. Being this a problem which can not be simply reduced to a matter of legality or income, it is believed that the territorial approach to development is a challenge to be pursued by social movements in the territory. Within this perspective, this research represents a reflection that brings together the conflict, heterogeneity and similarities in the manifestations of the "new countryside" in the territories of Latin America, in the context of contemporary capitalism.
