O cooperativismo de credito rural em Santa Catarina : possibilidade e limetes de uma alternativa para a agricultura familiar

RESUMO

Early in the 90 s, in a context of selective agriculturaI financing character and familiar farmers difficulties to produce, nongovemmental organizations and Santa Catarina s familiar farming representation entities looked at agriculturaI credit cooperatives as altemative for the Santa Catarina s familiar farming. From the incited discussion by those entities, was started the credit cooperatives formation process among those farmers. The resultant cooperatives, caIled "alternative", aIlow to organize the farmers financiaI saves and represent an institutionaIized channel to obtain and to allocate the resources for their production financing. In this research, the elements that point out the possibilities of the credit cooperatives as familiar farmers financiaI agents are the formation process outlines and "how" managed are the cooperatives. The formation process is important, because it was supported by a strong and diverse local sectors community mobilization and the cooperatives management outlines is important too, because the financiaI resources management and the decision making about the cooperatives course are under the partner farmers own responsibility. In so far as they take part on inner decision making, the farmers perceive more and more of their reality and necessities into the participative contexto However, the data anaIyze indicates some limits for the "aItemative" cooperative working objectives. The monetary resources lack and the difficult to get them, with some obstacles that hamper the implementation of management forms more democratic than those existent in the "traditionaI" cooperatives, are the main limits for the development possibilities offered by these cooperation form among Santa Catarina s familiar farmers
