RESUMO

The participation and the social control in the public administration become essential in a democracy. Currently, the Brazilian society can count on a legal instrument: Conselho Municipal dos Direitos da Criança e do Adolescente, important public and plural space, lócus for the debate around the directed public politics to the infanto-youthful population. This study, therefore, has for objective to identify and to analyze, in the practical ones of the Londrina s CMDCA, the manifestations that characterize the participation and the social control. The methodology adopted for the research is based on the qualitative boarding, using the technique of the participant comment and the analysis of content. For this, the research data collection was made through the half-structuralized interview, being interviewed some elect council members for biennium 2003-2005 and 2005-2007. From the results of this research, it can be affirmed that, without tradition and culture participation politics, the Londrina s CMDCA has found obstacles in the exercise of its co-responsibility in the management of the public thing. Although it has an advanced and progressive legislation that guarantees the participation and the social control, the population hasn t being appropriated of these instruments. Test of this is that they have prevailed, in the space of the advice, authoritarian and subserviency positions in the treatment of the public thing. One evidenced despite the council members have had difficulties in guaranteeing that its action represents decisions, in special those that have for responsibility to represent the civil society. To weaken the democracy consolidation and the collective spaces of fight for the common interest, the neoliberal ideology comes to demobilize and to harm the social organization in public spaces. Thus, one becomes basic that the social actors and politicians assume themselves of democratic spaces, consolidating the Advice of Rights, in order to guide the State and the society in the direction of the collective interests.
