RESUMO

This dissertation analyses the original project of Pampulhas Architectonic and Landscaping Complex, in Belo Horizonte, that holds a Lagoon, a old Casino, which nowadays is a Modern Art Museum; a Yacht Golf Club, which is now a Yacht Tennis Club; the Ball House, before a popular ballroom, today is a Modern Architecture Reference Center, and the São Francisco de Assis Church. Such project was idealized by the mayor Juscelino Kubitscheck and projected by the architect Oscar Niemeyer, who, together with his friends, as Portinari, Ceschiatti, Zamoyski e Pedrosa, did the Pampulha. The study was done based upon a historical method, via document searching, using primary documents, and with bibliographic support, characterized many times, as exploratory searching. Brings as specific goals, points the purpose of the spatial construction, their use and intervention during sixty years and the real situation at this moment, while patrimony to be preserved for leisure and/or tourism. Starts by the recognition of the Brazilian historical patrimony, brings up some reflexions about leisure-tourism; tries to rebuild the structure of Minas Gerais states development, through social-spatial-historical aspects, in order to have a better understanding about the Capitals construction and the modernist movement that engendered it, as well as Pampulhas. Disputes the use of this space Pampulha during 06 (six) decades (1943-2003) and refer to all the programs there implemented in order to recover the hydrographic basin, with problems caused by the rapid process of metropolization and lack of a sustainable plan. A attempt of apprehend Pampulhas consolidation as a place of leisure and tourism, wasnt accomplished, based on daily experiences, remaining, for long period of time, abandoned and sub utilized. We can consider, as result of this searching, that Pampulha didnt became a complex, as foreseen even the designed hotel was built as well as natural leisure. Also, the tourism occurred while the Casino was opened, until 1946, when was forbidden, or perhaps until few years afterwards, while the Ballroom was opened as a dancing, also for the influential people. Nowadays the tourist activity is low, based on searching numbers of demand, and Belo Horizonte is recognized as a city for business and, thus, the majority of visitors, people who comes to work and, on their free time, going around as tourists. Pampulha didnt accomplish as tourist attraction it didnt have its attractions worked to ones satisfaction, neither converted as a product. Regarding to leisure, we can conclude that it was always present there, but mostly to the elite, and sometimes to the high middle-class, who use to visit-repeatedly and still does it. With the new revitalization work on the lagoon, besides a park construction engaged for 2004, this space blooming is hoped, giving opportunities to another social classes to enjoy it. However, a sustainable plan is a crying need, which has never occurred there, in order to guarantee the urbane leisure and continuous use to the new generations.
