O Comunidade ativa em São Paulo : aspectos do processo de implementação nos municipios pilotos

RESUMO

This work deals with an analysis of the implementation process of the program ?Comunidade Ativa? in four cities from the State of Sao Paulo, Apiai, Capao Bonito, Itaporanga and Ribeirao Branco, in its pilot-phase, started in 1999. The aim of such analysis of to evaluate the implementation process of the program considering the ability of the State for developing policies against poverty, foccusing on the social organization and the encouragement for creating community nets. The applied methodology consisted of scrutinizing the literature about this subject, the oficial sites of the program and documents from institutions responsible for creation and operation the program, as well as from the institutions responsible for the implementation. In addition, people who participated to the ?Comunidade Ativa? in the selected cities were interviewed in loco. The analysis of all this material leaded us to conclude that the strategy adopted by the program was deficient to face the problems which came out from the poverty itself, as well as the consequences of these problems on the investigated cities. The deficiencies were concentrated on the methodologic aspect of the strategy,which imposes very close deadlines to execute actions, and the institutional arrangement of the program that did not provide enough support to make the actions demanded in the participative processes in the cities. These aspects were definitive for the low impact of this policy on the cities, in terms of affording the community organization and, consequently, motivating ?Local Development processes Integrated and Sustainable?, as quoted in the program goals.
