RESUMO

The objective of this research is to analyse the history of the Programa de Saúde do Trabalhador (PST) in Campinas between 1986 and 1998, focusing on the reach of the directives proposed and the articulation of the people involved in elaborating the worker s health policy in Campinas. The PST started operating in 1987, its creation being the result of a union campaign and since then it has always had representatives of the workers participating in its management. In 1993, it became the Centro de Referência em Saúde do Trabalhador (CRST), an organ under municipal administration which still exists today, unlike other similar projects implemented in Brazil during the 1980s. This research was based on two main sources: documents and interviews. The documents examined were extracted trom a file called Memória do Programa de Saúde do Trabalhador, which contains the entire production of the PST, since its creation. The interviews were carried out with those most directly involved in the history of the centre, as an effort to record their experience. The collected material was analysed in its own internal logic in order to ensure the understanding of this project in its entirety. This investigation reveals the existence of major obstacles to the implementation of a project covering all the aspects of the worker s health, which include Assistance, Vigilance and Education/Research. The CRST/Campinas subsists despite negligence from the municipal administration: the lack of political support and the failure to provide the material means necessary for the operation of the centre. The members of the centre try to face this reality by pulling their efforts together in order to carry out its activities. The workers are still involved in the management of the centre. However, their participation has suffered the consequences of the weakening of the union movement due to productive restructuring and changes in the labour world. The centre therefore coexists with the intense contradictions that emerge trom the capital/labour relation, mediated by the State.
