RESUMO

The modern biotechnology has transformed the process of obtaining medicines, vaccines, diagnostic kits, and prostheses; revolutionized the therapy of cancer, Acquired Immunodeficiency Syndrome (AIDS), among other diseases; besides, generate foreign currency and jobs through the aggregation of value to the industries and services related to health. In this way, it became a topic discussed in the formulation of policies to the development industrial, technological and to the public health. Thus, in order to maintain the competitiveness of the productive sector in the face of modern biotechnology, the institutional environment needs to be restructured. A range of government instruments have been created aiming at encouraging the development of biotechnology and its introduction in production and economy. Considering the strategic character inherent in biotechnology, this work addresses the institutionalization of biotechnology in the Brazilian science and technology system. We try to identify the barriers existing in the Brazilian institutional environment that hamper the implementation of government instruments focused on the development of biotechnology applied to human health. We have investigated publications about the subject, in addition to performing database research and interviews with managers of some institutions. We observe that the absorption of new knowledge to generate innovations takes time and the evaluation method of the governmental instruments should be considered in long term. Moreover, government instruments focused on the development of biotechnology are vulnerable to changes in economic policies, which often causes discontinuity.
