RESUMO

Education, information technology and communication technology, as tools and social practices, are areas of extreme controversy. This is due the fact that they were closely connected to the structural transformations that capitalism underwent on the threshold of the twenty-first century. The internet, in cultural terms, has permitted learning and the exchange of knowledge and information, resulting from the technological possibilities arising from de advance of productive forces. From this, a new concept of education has imposed itself, founded on the relationship of a logic of learning based on the image, with social contexts. This in turn leads to the necessity of the universal democratization of the internet in order to fulfil a social function in which cultural diversity becomes a factor which stimulates identity and resistence; forces for a change that can be brought about througt public policies of education, information technology and communication technology. It demonstrates the level to which the State has intentionally developed, througt public policies of educacion, information technology and communication technology, actions which have guaranteed access, universalisation and the democratization of the internet in the Public formal education system of Brazil. The new standard of capitalist development demands, in terms of education and communication, something qualitatively distinct from what occurred with the expansion of the other major forms of communication, which guaranteed the power of the cultural industries. The interactive character of information and communication technologies has within it the possibility of elaborating new forms of subjectivity and, in particular, a liberating form of communication, which create permanent tension between the necessities of the State as a mediator of capital and society as a whole. The predominant direction of its present day development, through public policies of education, information technology and communication technology has lead in a direction in which what is fundamental is the constitution of an information culture prepared for the demands of the capitalist system; above all, those related to the accumulation of capital, yet also those connected with the sphere of the state and the legitimization of domination. It is within this reality that the developed countries carry out their educational reforms on the threshold of the twenty-first century, via explicit policies of education and development, in which education and the technologies of information and communication are challenged to create new abilities and to contribute with their socializing function. In this context, the presence of the technologies of information and communication has a structural role. The transformation of the social process of work the contribution of new possibilities of intellectual work, have redefined the relationship between work and culture, state and society. Science, education and communication, in their globalised form, lead us to reflect on the conservative / liberating effect of public policies of education and the technologies of information and communication, in its direct relationship between citizenship and technological advances and their transforming qualities in the field of the universal cultural heritage of humanity.
