Abstract “Not all is about race” is the phrase that summarizes the debates on the project for the Inter-American Convention against Racism and all forms of Discrimination. Although Durban Declaration stands as a legal-political landmark for declaring the relationship between colonialism, enslavement and racism, in analyzing the documents produced for the working group within the framework of the Organization of American States (OAS), it is concluded that the impact on the official discourse of the Latin- American states seems limited. By resorting to the legal discursiveness of non-discrimination, the debates at OAS silenced the colonial and slavery history, while emptying the structural dimension of racism in the region.
