RESUMO

ABSTRACT In the field of public health, public policies guided to young people have been, generally, based on a biological model which stresses the notion of adolescence and youth as universal and timeless phenomena. By taking the commitment of enlarging and qualifying the actions of health promotion in the Single Health System, the health sector needs to understand the health of the youth in a broad way. The aim of this essay is to analyze the work of youth assistants in the sub city halls of São Paulo, based on institutional openings for the participation of youth in public management. For the basic premise is that not only do they cooperate for the understanding of actions taken towards youth, but they could also allow an approach between public health and the reflections concerning strategies and principles of health promotion. Having a qualitative characteristic, the first part of the research prioritized the following subjects: youth, public policies and health promotion. The second part focused on documentary analysis and data collection with these social actors by applying questionnaire and interviews. The theoretical discourse was convincing about the importance of this social actor in the construction of public policies aimed to youth. However, this practice presented itself ineffective by the little merit and sustainability spent for the purpose. The space of public health can be a privileged locus as regards the contribution it brings to review the proposals of intervention for this public.
