RESUMO

The study is about the participation of popular movement in sharing budget organized by Recife City Hall from 1997 to 2000. The relation between the municipal governmentâs policy, the way the Participatory budget works and the role played by popular movement was considered. This research consist of an analysis of the connection state -society in a context of social, economic and politics changing during the 90âs and the consequences at a local level. The purpose is to comprehend political relationship established by the Popular Movement through its participation in the sharing budget. The bibliographical revision in this work discuss ideas like: popular movement, participation and co-optation. The premise of this work is that, in the stated period this participation produced political and economic restrictions refering to the treatment given to decisions made by the popular movement. Furthermore it did not overcome the âclientelistâ practices, continued through the co-optation of leaders from the popular movement. It stands to reason that there is a traditional policy dressed as new, in which clientelist policy prevailed together with an uncertain running of sharing budget
