RESUMO

The importance of people management in either public or private companies has become known by many different means of communication in the last few years and the human factor represents the reflex of success or failure before any developed task. This way, companies should be structured and planned in such a way that its main focus becomes strategic actions that include the valorization of people through the potential boosting of each employee in the teams and the permanent upbringing of participation atmosphere and creative involvement in the company. The main objective of this project which has a qualitative approach was to analyze the practice of software development of team organization in public companies taking into consideration the personal and technical characteristics within the legal and institutional framework of the Brazilian public sector The main question is: How to set up development groups of software project in public companies taking into consideration the personal and technical characteristics and the legal and institutional framework of the Brazilian public sector? Searching for coherent answers, a theoretical reference has been used as well as a research including a semi-structured interview and categorization and analysis of the verbalizations. This work has come to the conclusion that there are structural problems in the public companies arising from its history that make difficult some decision making, however they can be overcome starting with a cultural change activity and capability courses covering the great variety of collective work taking into consideration the personal and technical characteristics for the group organization. These courses can strongly contribute to a perspective change in the public employment in a current sight aimed at a qualified work associated to the quality of life of the employees even within the controlled boundary of Brazilian public management. This way, the organizational factors, formerly limited, might become motivators and instigators of a new work sight in public companies
