RESUMO

The main focus of the present work is the analysis of soil use and occupation politics in the municipal district of Campo Largo aiming to identify the modality of the current administration in these public policis. The theoretical reference to the public administration modalities in Brazil was made due to its importance in providing subsidies to the urban administration, mainly in that it refers to soil use and occupation when they confront the Right to the City. Brazilian reality has been based on soil irregular apportionment that led to the nominated irregular occupations. So, regularity is directly linked to soil use indicating the need for studies in the management of soil use and occupation politics. Firstly, this study presents approaches to the social exclusions that irregular occupations represent in opposition to the Right to the City, understood as a collective right of the city inhabitants especially those belonging to vulnerable and unfavorable groups. The study of soil use and occupation politics is inevitably connected to spatial references. Therefore, in a second approach, the evolution of the property concept is reviewed as well as an approach to new concepts for the term "territory".
