MOBILIDADE DA POPULAÇÃO NO ESPAÇO METROPOLITANO DE FORTALEZA: o caso Pecém

RESUMO

The metropolitan expansion of Fortaleza in direction to Pecém, district of São Gonçalo do Amarante, verified in the begining of the 21st century, was observed in the mobility of groups of the population (workers, enterprise owners, institutions representatives), produced by the movements of reorganization of the Capital, due to the installation of the Harbour Complex and Port of Pecém- CIPP. To understand the relation populational movements/ metropolitan space was the central aim of the study in Pecém, and the specific purposes were: to apprehend the determinants of these movements in the daily of the place and its relations with RMF; to catch and stablish the new territorialities and spacealities; to construct a box of references in order to identify the population mobility. Therefore, the theoretical appreach of Lefebvre, presupposing that the population movements would be produced by social relationships, that exist in the spaces and kept among them. These movements would determine new relations and fixing spaces or population mobility. The regressive-progressive dialectie method of the analysis determined that the investigation used several techniques: literature review, daily observation, semistructured interviews, list the urban objects, picture, mapping. Were contacted, between 2000 and 2002, institutions representative, communitarian leaderships, urban and countryside settled, immigrants. It was verified that immigration, or the entrance of people to the place, in contrast to the expected, was not the main sócialspacial phenomenon. The urban and countryside resettlements brought major consequences to the place, regarding the violent process, of conflict and resistences, and the compulsory character of the action resultant from the dispossession with the CIPP or the replacing of the risk areas. These movements increased the segregation of the spontaneous human settlements. The state power imposed the reorganization of the place, but the inhabitants had resisted, generating controversies and conflicts in the appropriation of the urban ground and in the areas of countryside-urban transistion areas. The metropole of Fortaleza extends its expansion, keeping the city as center of decision and power and Pecém was inserted in the industrial territory, continuing the uses of the urban ground in the metropolitans west sector.
