Micropolíticas da juventude e visibilidades transversais: in(ter)venções audiovisuais na Restinga, em Porto Alegre

RESUMO

In the city of Porto Alegre, more specifically at Restinga, a neighborhood with forty years of history and resistance to social and media visibility due to confinement, a minority segment the young, producers and managers of mixed state media, especially community audiovisuals is examined, with their ways of creating alliances and groups of periphery communication. These groups, among other actions, participate, propose and carry out audiovisual workshops. This work analyzes the life history of the young at Restinga, their in(ter)ventions and audiovisual production in terms of their relationship with mediators and events that invest in the desire for other visibilities, from theatrical experimentation, the propositions of the Culture Decentralization Project (culture committee, video and cinema workshops, among others), the creation and action of the community radio station, the implementation of a Multimedia Studio, the creation of the Restinga and Extremo Sul Education Forum, the Cineesquemanovo Festival (Newschemecinema Festival), to the impact caused by the movie Cidade de Deus (City of God). A notion of transversal visibilities that are not presented as objects or subjects, but rather as the emergence of another possible world. As described by these youngsters: Restinga shows a different invisible world. The in(ter)ventions and events mapped by this action-research project and analyzed from the perspective of communication and audiovisual agency are considered as transversal visibility micropolitics. As such, they become a research topic, reflecting their potential to articulate relations between active and reactive forces, intertwining desires, experiences, powers and knowledges with visibilities, enunciation and communication and audiovisual agency. The analysis of audiovisual productions O que é a Restinga and Qual Cinema (What is Restinga and Which Cinema) and of the narrative of the young audiovisual makers and managers in workshops suggests the emergence of knowledge and invention and resistance practices, as well as notions of reflexivity that may configure communication proposals that deviate from moralistic or preventive perspectives and provide subsidy to socio-educational proposals that employ different media taking into consideration the community and youth potential
