RESUMO

It is known that the State does not produce all the goods that he needs to meet their demands, requiring resort to the private sector. Thus, the buying public are a matter of clear importance to all those who are connected in all spheres of public administration. There is some consensus on the need for changes in the public procurement system in Brazil in order to get more speed, efficiency and, above all, transparency in dealing with public money. Draws attention to the relevant literature on public procurement in Brazil, the lack of studies, tests or surveys that relate the characteristics of the control of acts of the state, this control demanded by a modern, democratic society with the legitimate demands of efficiency, effectiveness and transparency in government. This study intends to make an approach on the evolution of control state spending, dealing with public procurement as a mechanism of public policy that aims at optimal performance of the state in order to ensure proper exercise of public action and a legal, moral , equality, suitable for public purposes. To achieve our goal, we intend to trace the historical evolution of the control of the buying public since the days of colonial Brazil until today. Linked to transparency in public procurement and the right to information with the exercise of citizenship, paying attention to the constitutional principles, sometimes disregarded. In this sense, we demonstrate the differences between the principles of openness and transparency and the developments that the meaning of e-governance, with inflows sustained by information technology and communication. Also, we will cover the cost that the lack of transparency can cause. Then we will compare the procedures and techniques involved in the procurement system in public and private companies seeking to identify the techniques used in the business sector that can collaborate as a possible model for government purchases that save resources and become more transparent and aimed at a balanced management tax.
