RESUMO

In the face of climate change and its catastrophic effects, reported daily in the media, the Kyoto Protocol is an international agreement that determined, based on the principles of common but differentiated responsibilities and the polluter pays, that industrialized countries reduce their emissions greenhouse gases, a general average, by 5% to the levels of 1990, during the years of 2008 to 2012. It, moreover, mechanisms for flexibility within which highlighted the clean development mechanism (CDM), which provides for developing countries to reach sustainable development and the industrialized countries that meet their targets for the reduction of emissions through the purchase of the certifieds emissions reductions (CERs). The activities which qualify the condition of the CDM project must meet a series of requirements and procedures to be certified. In the scope of the activities set for mitigating the effect of greenhouse gases is the landfill because emits methane (CH4), which is one of the main components of biogas, from the anaerobic decomposition of organic waste. The capture and processing of biogas by flare, and reduce emissions of greenhouse gases, also generates heat, which can be used as fuel vehicles in public and/or private and can be injected in the network of electric energy council.
