Lugares da memoria no estado do Parana : demandas e politicas pela preservação do patrimonio cultural

RESUMO

Jn Brazil, in spite of the absence of a governmental cultural policy, significant segments of the population are engaged in the preservation of different memories. This investigation focuses on one of the moments of such context; it addresses the issue memory preservation insofar as it enables the reinterpretation of the past as a means of framing present-time life space. It analyses the cultural policy which was formulated and adopted by the government of the state of Paraná in the 1991-1994 administration. As regards the methodological tools employed, the study draws a profile of the sectorial policy in the area of culture and analyses the actions in the area of culture preservation which were directed to the organization of an inventoy of cultural resources for the sustainment and consoJidation of the state s cultural identity and the creation of "memory places". The documental analysis of official records and the interlocution with the social actors involved (planners, supervisors and agents of data collecting who were consulted in the form of interviews or questionnaires) yielded a clear picture of how the actions were postulated at the levei of discourse and also of the extent to which the posture adopted by government gave effective answers to the existing or emergent demands of society in Paraná. It was found out that a space for the emergence and the implementation of a preservationist conscience was created in the towns of Paraná which were included in the governmental proposition, although the goals of culture democratization and knowledge socialization at the levels which were idealized and initially set by government were not fully attained. Jt was also observed that the patrimonial issue is closely linked with the issue of citizenship and that the formulation of cultural policies with democratic inspiration, which averts conservative, xenophobe and nostalgic postures and opens up space for an awareness of the social use oft he cultural patrimony, favors the democratization of cultural space and the socialization of knowledge as regards the patrimonial reality in Paraná
