RESUMO

This research addresses issues concerning the process of institutional changes made to the Mozambican state over the past three decades. The study aimed to identify the logic of that administrative rule by examining the socio-historical development of its political institutions. In this approach, focus is the social relationships and policies established during the historical process. This is a qualitative research based on descriptive nature of institutional documents. During the description of the process of institutional change, it was found that the administrative apparatus is configured through cohabitation or interconnection between the models of government property, bureaucratic and managerial. However, the institutional environment presented in its path, an incline bureaucracy at the expense of other administrative aspects, which appear in the background. The autocratic and conservative values coexist, but are not anachronistic, with democratic institutions, causing this political-institutional hybridism the administrative apparatus of the Mozambican state.
