Limites e possibilidades de desenvolvimento da cadeira produtiva do álcool: um estudo de caso no Rio Grande do Sul

RESUMO

The actual energetic context is characterized by environmental problems caused by de industrial developing and by the high value of oil (energetic base of the developing model) witch leads us to the search of alternatives (renewable energies), that may complement or replace the actual existing energy chain. In this reality the development in Brazil is remained focused in two clear energy chains: biodiesel (developed by vegetable oils) and the alcohol (that is from the sugar cane), center of this work. The state of Rio Grande do Sul (RS) buys its alcohol from São Paulo state, by doing that it reduces its capacity of taxes collect and energy development. So, developing the productive chain of alcohol combustible in RS is one of the ways to conquering self- sufficient. In this context is the COOPERCANA, responsible for the production about 2% of the alcohol combustible consumed in the state of RS. In this way, this study has as objective to identificate and comprehends the general characteristics of the business model adopted by COPERCANA in the search of competitivety in the production sector of alcohol. The study demonstrates that the actual context of COOPERCANA brings some limited factors to its development: (i) the poor capacity of investment in new technologies; (ii) the unfavorable geographic placement related to the potential developers of technologic; and (iii) the disuse of the whole actives potentially and the others operation resources. However, in this context it has been identified potentialities that may be developed or maintained in the model: (i) the cooperative self-management model, by its interaction; (ii) the adopted business model and focused to the small familiar agriculture; and (iii) the development of one alcohol distribution chain with bigger price addition. That way, it is intended as a result of this study, to present the characteristics of the productive chain of alcohol, the costs of the dealing, and the way of government adopted COOPERCANA, which may serve as reference to future actions in Rio Grande do Sul and other sates of Brazil.
