La evaluación-sistematización: una propuesta metodológica para la evaluación en promoción de la salud. Un estudio de caso en Cali, Colombia

RESUMO

One of the big challenges in Health Promotion today is to develop evaluation methodologies that value processes and results, in its political, social and economic dimension and in its contribution to the quality of the populations' life, beyond numeric results. This study presents a methodological proposal which articulate two processes, evaluation and systematization of health promotion interventions. The evaluation methodology was applied to a Healthy Municipalities strategy carried out in Cali, with the support of the W K Kellogg Foundation. Both the systematization and the evaluation presented indicators of success at the same time that intermediate results regarding capacity building to create healthy scenarios and changes in conditions affecting health. The main strengths and limitations of the strategy are highlighted at the same time that lessons learned, new hypothesis and debates around key aspects for the implementation of health promotion strategy.
