RESUMO

This dissertation aims to identify and understand the outsourcing effect for knowledge management on information technology (IT) teams in government. This context encloses the agreement on knowledge management mechanisms and professionals competence within an organization, at a department level and in the cycle of information systems development. Additionally this study intends to understand how intangible assets represented by the structural,relationship and intellectual capitals and the outsourcing models work in the information system developing (and maintenance) at the Financial Secretariat of the State of Bahia SEFAZ-BA. The present work uses a theoretical framework based on knowledge management and intangible assets concepts, outsourcing studies, and legal restraints policies in governmentor recruiting information system development(andmmaintenance) teams. A field research was undertaken toinvestigate these issues through a quail-quantitative analysis. The field research focused ananalytical understanding underpinned by observation,documental research and interviews with superintendent, director, manager and projects leaders at SEFAZ-BA. The research instrument was based on three constructs of Rossatto (2003): structural, relationship and intellectual capitals.Questionnaires were applied following the line of these constructs and the answers were categorized and analyzed. Our study indicates the need of an effective management of the intangible assets on IT teams and reveals the impact of an unbalanced outsourcing policy in government. The work shows how this policy is responsible for significant knowledge losses at the SEFAZ-BA, with negative impact on quality and term accomplishment on information systems production. Finally the present study indicates enhancements on information technology demand management on an end-to-end basis.
