Intervenções em centros urbanos : o caso da antiga área portuária de Porto Alegre

RESUMO

With historical importance for cities, for many reasons, city centers lost part of their economical and social value, and, for a period of time, they were forgotten by city planners and managers. However, though never losing its symbolical significance, in the last decades it¿s being seen the resumption of the city center. The urban intervention is one of the ways to requalify the city, through the recovery of buildings and public spaces, making the population to assume these areas. But how does the spatial requalification happen? In the history of modern urbanism, there have always been interventions in areas of the city that aimed at changing their situation, seeking to qualify them through the application of paradigms of intervention, which the first examples determined characteristics that should be sought by other projects who followed them. This dissertation seeked to investigate this statement, trying to understand the process of transformation - from degradation to the recovery of the value. The investigation is developed firstly through analysis, at first, of the paradigms of urban interventions, here divided into periods. And in a second moment through the analysis of two interventions in old port areas linked to urban centers: the Puerto Madero, in Buenos Aires, Argentina and complex "Estação das Docas" in the city of Belém, state of Pará, Brazil. Such interventions, during the 1990s, are the result of the paradigm of urban rehabilitation, and are situated in river waterfronts. For so, it was also necessary to understand the concepts surrounding the issue: public space, rehabilitation, place, etc., and inserting them to the cases examined to finally apply those researches in the subject studied here - the central area of Porto Alegre, more specifically its old harbor area, the Pier Maua (Cais Mauá). At the end of this study can be verified that the "model" of urban rehabilitation is adopted by several cities in their spatial interventions, and the characteristics of the first examples of this process are replicated by other projects, suffering minor adaptations.
