RESUMO

The implementation of the instruments foreseen in the National Water Resources Policy Act represents a great advance for the modernization of the sector. However many doubts, distrusts and fidgets persist. The questions mention the reach to the objectives established in the Federal Law nr. 9.433 (January 8th, 1997), concerning the destination of the resources obtained with charging, the impacts generated in the economic activities, and the consequences of these instruments in the processes of social inclusion or exclusion. This study intends to contribute in the discussion of these questions, the use of the instruments foreseen in the law combined with the concepts and limitations of the economic approach, concerning the management and planning of the water resources. The proposal of this work was the development, the application and the evaluation of a system to be incorporated in the Acquanet, capable to assist, under the economic point of view, some process of decision making related to charging, grants or classification. The Acquanet is a decision support system developed by the Decision Support Systems Laboratory (LABSID) of the University of São Paulo, which adopts an allocation model named MODSIM. From the series of outflows allocated the system calculates the potential financial resource obtained from charging a river basin, evaluate the benefits of water-uses scenarios or the implementation of projects of environmental and water quality improvement. The system was employed in the analysis of the Descoberto lake basin, in the Federal District, Brazil. The objective of the application was to determine the potential collection of the basin based on the determination of optimal prices for the uses, or to evaluate the economic benefits of the water supply for Águas Lindas (GO), and a decision associated with the classification of body of water.
