RESUMO

Any Historian when treating about the Maranhão old States in 17th centuries, put in relief two greats arguments: the perennial disagreements between the missionaries and the settlers and the Padre Antonio Vieira s influence in matters (1608-1697). The focus of this work is to delineate the different model of interactions envolving the different groups of the Maranhão local power in the first half of 17th centuries. The politicallife in this moments had not limited to the primordial struggle between missionaries and settlers. At the same time, the personal advantages, the diferents political projets, the local circumstances and the internacional situation produce variation in the relationship between the clerical and the secular groups, thus making possible simultaneoussly the struggle and the agreement
