RESUMO

After World War II, science and technology were considered as essential instruments for the development of First World countries, and the first institutions to handle national policies for this purpose were created. International Organisms like UNESCO and OAS have diffused those concepts in Latin America since the 60´s, fostering the implementation of institutional apparatuses for science and technology policy (S&TP) in several countries, including Bolivia. This study describes the many attempts to configure such apparatuses in Bolivia, including the emergence of national science and technology organisms, as well as the development of legal instruments and actions aimed at science and technology policy making in the country. Departing from a theoretical framework concerning the origin of the science and technology policy and the role of national science and technology organs in Latin America, (this) study focuses on the actions passed on by these national organs, such as CONDECYT (first attempt in the 70´s) and CONACYT (second attempt, in the decade of the 90´s) and the structuring process of the Law for Science, Technology and Innovation in Bolivia. This last attempt reflects the viewpoints of the various people and entities involved in the development of the S&TP and reassures that the weight of obstacles is larger than the possibilities to configure and, as a matter of fact, implement the institutional apparatus for science and technology policy in Bolivia.
