RESUMO

The logic of cluster offers to the enterprise arrangements an organization and synergy among its members which allows the parts involved to reach advantages that separately unattachable would be given the dynamics of the world-wide market. This work had the goal to verify if the city of BelÃm of Parà is a tourist cluster, as this city makes use of diverse attractions, structure and great interest in grabbing this economic branch of the sector of services. In the theoretical referencial it were approached subjects of essential relevance for the execution of this research, concerning the presentation of concepts on tourist services, aspects of its functioning and the definition of the agents involved. Also, it was defined and characterized the cluster and also the concept of innovation as important points for local development, in order to that it was standed out a differential, that could be reached through a good product and regional mark, an efficient strategy and an enterprising spirit on the part of the entrepreneurs who must reach the quality in their services and actions. This study was initiated with a characterizing description the Paraâs capital, followed by the presentation of concept of cluster here adopted and which type of relationship should be delineated for the involved members. The choice of the concept mentioned beyond was based on data and information deriving from interviews, made with searchers and key elements for tourism of the city. The next step was to elaborate the proposal of a model to identify a cluster tourist, as inquired in the objectives of the research. As final results, the conclusion was that the studied city is only a potential cluster. Then, increasing suggestions have been proposed to the public agents as well as to the private sector, in order to propitiate the city of BelÃm to become a real cluster, through valuing synergies among its agents and, yet, its local potentialities
