RESUMO

Large infrastructure projects can generate impacts on the development of a specific area or region, creating economic conditions that attract other projects and multi-sectional operations. These projects are developed according to a predetermined schedule, guided by the mandates of particular programs, plans and policies. Moreover, these projects become important centers of investment concentration towards the restructuring of regional and local public policies on public issues such as security, social assistance, transportation, education and the environment. At the local level, proposed modifications to project plans are processed more quickly, and the impact is greater where the municipal district is less organized with respect to policies and administration. In this context, the influence of the Corumbá IV Hydroelectric Project in the Brazilian state of Goiás was discussed by this work with regard to the formulation or reformulation of policies and environmental management at the municipal level. To evaluate the influence of this project, research was conducted on electrical generation and environmental policies with regard to their historical evolution and policy tools, emphasizing the identification of convergence and divergence points. At the municipal level, the municipal districts of Abadiânia and Luziânia were analyzed. Both districts have a long history of territorial occupation, but with differences with respect to the particular projects appearance in urban and environmental management aspects. The present effort provides an opportunity to determine the assimilation level of environmental concepts regarding electricity generation policies and, at the local level, how the decentralization of the environmental aspect is occurring from the perspective of those responsible for executing public policies. The presence of these large government projects contributes to the strengthening of environmental management and, in a larger sense, encourages the decentralization of Brazilian environmental policies.
