RESUMO
The proposal of this dissertation is to study the introduction of the Social Service (childcare) in the city ofCampinas, based on the principIes and purposes that role the "Estatuto da Criança e do Adolescente" - ECA. Startingfrom a researchtogetherthe Social Service, data was collected about its development, routines, and problems. Based on information about the services done by the institution in Campinas, the inefficiency of the Public Policy and the basis limits which prevent the appropriate development of this new period between the State and the Civil Society, is analysed
