INDÚSTRIA E REESTRUTURAÇÃO SÓCIO-ESPACIAL: A INSERÇÃO DE SOBRAL (CE) NA DIVISÃO ESPACIAL DA PRODUÇÃO CALÇADISTA

RESUMO

The aim of this research is to unveil the restructuring process of the Brazilian footwear industry. To carry out it, we focus our attention on the process of relocation of industrial plants, especially the industries from São Paulo and Rio Grande do Sul toward Ceará. Based on this production restructuring and the redefinition of the spatial division of the Norwest region of Ceará, appears in the national context as a materialization of the movement of plants relocation. The focus of this research is to draw a broad view of the changes which Sobral has been passing by after 1993, when occurred the installation of the company Grendene Calçados S/A (from Rio Grande do Sul). Among the changes we can list: (1) proletarianization of local workforce, inserted in the observed an repetitive logic of the fordist way in the production space; (2) the migration of a large contingent of workforce looking for formal employment; (3) the tension over the local properties/buildings market as a result of this migration, increasing the price of land and rents, especially around the shoes factories; (4) a redefinition of the articulation between that and other parts of the world, through the acquisition of inputs and sending of the final product and (5) the industry management before other economy sectors, according to the collection of taxes and creating jobs. As methodological procedures, we point the assembly of statistics database, a research on newspapers, the application of a questionnaire to the company and, above all, the fieldwork, responsible for the approach to the daily dynamic and the situation of the working class. We believe, with this, that we can help to reveal the new map of the Brazilian footwear production, but also to with this research discuss the system of incorporation of new places to the production, which is effective under the command of hegemonic actors who use the space to fulfill their private interests without any concern to the order and with the dynamics of local life.
